Hainan Expands Tourism with New Opening-Up Regulations

Hainan's new tourism regulations are now in effect as of December 1, signaling a significant step towards making the province a leading international tourism hub.

These new regulations aim to establish Hainan as not only a prominent destination for tourism but also a center for consumer activities, by fostering high-quality tourism development.

A comprehensive legal framework has been set out, covering essential aspects such as tourism planning, resource protection, industry promotion, international openness, business operations, consumer rights, and safety protocols.

Among the key changes, a dedicated chapter on tourism openness introduces high-standard measures, including allowing qualified Sino-foreign joint venture travel agencies and wholly foreign-owned enterprises to provide outbound tourism services, excluding travel to Taiwan.

The regulations also facilitate more streamlined duty-free shopping for departing travelers and support the growth of cruise home ports and international routes, alongside simplifying yacht entry procedures.

In recognizing the importance of health tourism, the regulations will make it easier for overseas patients seeking treatment at the Hainan Free Trade Port.

Furthermore, to expand tourism offerings, Hainan promotes marine, forest, and low-altitude tourism, along with nighttime tourist attractions and distinctive local cuisine.

The timing of these regulations is crucial, as they precede the launch of the Hainan Free Trade Port's special customs operations on December 18, enhancing the availability of zero-tariff goods from 21 percent to 74 percent.

This initiative is expected to further open up the local tourism sector as well as modern services and high-tech industries, bolstering Hainan's appeal to both international tourists and investors.
